The useful question is where the work happens and how you supervise it, not which vendor says it is more autonomous.
Choose by the workflow you need
Claude Code is worth investigating when a developer wants to delegate repository changes from the terminal. Devin is worth investigating when a team wants a cloud workspace with a visible IDE, shell and browser, and scoped work to review. These are fit conclusions from documentation, not claims about success rates.
Devin CLI must not be silently substituted for cloud Devin. If you need local execution, investigate each product's current local offering and permissions before choosing.
A reproducible evaluation brief
- Use the same repository snapshot and a small, failing test with a clear expected result.
- Specify allowed files, forbidden external actions and a fixed intervention budget.
- Record plan, product version, date, wall-clock time, commands, changes and total cost.
- Run the resulting tests and inspect the diff. Record failures as well as successful runs.
- Repeat at least three times before making a stability claim. Report the small sample size.
